Slot 7 is the floppy port (when 3.5 drives are used), so leave
the right switch in the enable position and push the middle
switch into the down and disabled position. That'll let you
keep the 3.5 drive and have the external port too.

No, it means Copy II+ is using the second 64k of the
computer as memory (for full 128k usage) rather than just
letting it sit there as a RAM disk (/RAM). You can't have
it both ways. Either a program disconnects /RAM and
uses the memory as program memory OR it leaves
/RAM intact and lets you use it as a pseudo disk. In
Copy II+'s case, it disconnects /RAM and uses the
memory itself.

No it does not. Unless you have many Focus partitions.
You start out with 14 partitions, 2 per slot, under
ProDOS. /RAM will take away one. Adding a floppy
controller takes away two, so you should still have
enough room for 11. If you add another controller, that'll
take away two more, but unless you have more than
9 partitions on your Focus, you won't notice anything
missing.
