No, you're wrong. TS2 and TS3 do *NOT* contain all the new toolsets.
Inside the ROM3 are the toolsets that belong to system 5.04 or
thereabouts, and applying TS3 to it does not upgrade it to system 6.01.
Integrating TS3 in the ROM would make the computer boot up a fraction of a
second more quickly, and if would save maybe a few K of RAM, but that's
all.
It would be a much better idea to make an entirely new ROM, that contained
the TOOL0xx versions of 6.01. That would save lots of RAM and would make
every desktop program start more quickly. And maybe even *run* a fraction
faster.
