The disk controller is the easy part. Apple licenses and sells
the SWIM chip to third party developers. In fact, one emulator
already uses it.
Take a look at any PC Transporter. The reason the PCT can
make a regular 800k IIGS Apple floppy drive read and write
MFM MS-DOS 720k disks is because of the SWIM chip that
it uses.
