A PC can not read Apple II diskettes without special hardware.
Adding a Trackstar E board (+ Apple II Disk ][ drive and composite monitor
plugged into the Trackstar) gives you what amounts to an enhanced Apple //e
inside your PC. You would be able to R/W 5.25" Apple II diskettes and transfer
files to/from the PC hard drive. You can find out about Trackstar starting at

The easiest solution to your friend's problem is, probably, to find an Apple
II user who is set up to do Apple II<--->PC transfers (a fairly common setup) and
get the stuff moved.
An alternative would be to get an Apple II-- like an enhanced //e with super
serial card or IIgs-- and do the transfer.
