What Apple II model are you operating it in?  The instructions
are different for each.  Also, do you have a 3.5 drive?  Do you
have a hard drive?

If you have a 3.5 drive, you can get it to act like a PC 720k
disk drive.  If you have a hard drive, I've found it better to
forget floppies and simply use disk images of MS-DOS
volumes with the PC Transporter.
