That is Applied Engineering's memory expansion card for the Apple IIc.
It is functionally equivalent to a RamWorks card for a IIe.

Yep. It is inserted in place of either the 65C02 CPU or the MMU, which
then gets moved to the socket on the Z-RAM>

I'm not sure what this is supposed to be for. I've never actually seen
a Z-RAM, but I have seen inside a IIc, and there aren't any PLCC chips
in there, at least not for the original motherboard. There might be
some in the IIc+, or (less likely) the "memory expansion" IIc model,
neither of which I've seen.
