I do not have the wiring diagram.  If it does not have its own
power supply, then the power connections might indeed be
the problem.

I suspect it requires the same cable IIGS users construct
to connect to Commodore RGB monitors.  Best bet is to
find someone who uses such a monitor with the IIGS and
get the wiring diagram from them.

Although I don't have such a cable, I can tell you the
pinouts of the AppleColor RGB connector, but I think
you already know them.  Good luck!
