I think he means shrinking a GS/OS app to its menu bar.
Several programs will do this.  "WinFlate" or "WinShade"
(I don't remember the exact name) does this.

The funny thing about the program is that sometimes, a
program can get stuck minimized!  The minimized status
can remain even when the program is closed.  In fact, I've
had a desk accessory that I can't unminimize.  I've tried
reinstalling it to no effect.

If someone were to take advantage of this bug, they could
get a desk accessory or application to autominimize upon
launch.
