You don't use the PC to do it. You use the IIe to do it.
I've done it before via a PC Transporter hardware/software
IBM PC emulator that runs on the Apple IIGS. Use PCT
to transfer disk images over, then run the DSK2FILE
program on the Apple II side to extract the image to disk.
It was only for novelty, though, since I no longer have
a 5.25 drive, I stopped using those old disk image based
stuff a long time ago. I run mostly 16-bit IIGS native
stuff now.
Too bad. If I DID still use those old stuff, it'll be a cinch
to transfer now that I have a Zip drive on my IIGS!
