Yes, there is the laws about speed limits but there is also laws about
obstructing traffic.  The police have to decide which is the bigger
problem.  Everyone driving the same speed, even if it is over the
limit, with little risk of accidents happenning or someone driving the
speed limit which is causing everyone behind him to brake and
sometimes take foolish risks to pass and thereby increase the chances
of accidents.

I don't envy the police their job in that case.  It would be nice to
see them pull over the speeders instead of the guy doing the limit but
they just don't have the manpower to do so.  Personally, I'd rather
more people did closer to the limit to avoid this kind of thing
altogether.
