This isn't necessarily representative: some of the most competent people
I've seen range from having extremely complex config files down to using
an almost (or even completely) vanilla environment. OTOH, some of the
worst guys I've seen also have very impressive config files because that's
all they do with their time!

That one might only work if they've had time to do public domain stuff,
otherwise it'll most likely be at the very least under someone's copyright.

Why? It's not a guarantee of quality programming, and some people just
don't have the time.
