Weird problem!
You might check your AppleWorks, it may have an add-on util which changes
filetype-- one add-on, TimeOut FileMaster, will let you change filetype.
If your telecom program can process a Binary II header-- i.e. strip it off and
use the filetype information, then you can download ProDOS and BASIC.SYSTEM at
ftp://tarnover.dyndns.org/cabi/System/ProDOSv1.9/ and transfer the files to your
Apple IIe.
If your serial card is the Super Serial Card or one which is compatible, you
could download Adt122.zip, unZip on your PC, and follow the directions to get ADT
going. Then, you could transfer a disk image which includes BASIC.SYSTEM.

If you have Copy II Plus, you could directly edit the file's directory entry.
On a 5.25" ProDOS disk, you can find the start of the ProDOS directory in Track 0--
you'll see a bunch of file names in the Copy II Plus Sector Editor display when you
hit a directory Sector.
If the file you want to diddle is currently type Text, you will see an $04
following the file's name (and any $00 space holders). If the file is supposed to
be ...
a System file, change to $FF
a Binary file, change to $06
