An emulator will let you an Apple II program on a simulated Apple II-- like
having an Apple II inside your PC. The program itself is not changed. For more on

You do not need a modem. The IIgs has good built-in serial ports and you can do
NULL modem transfers back and forth. You can get more about this at

If it is 8-bit software on 5.25" disks, the disks should be converted to disk
image (.dsk) format on your IIgs using DSK2FILE 4.3 or 5.1 OR ASIMOV. See

For 5.25" 8-bit software, AppleWin and Apple-PC seem to be the favorites. There
are a few IIgs emulators, too. The emu reference given above should get you to
resources which will help with deciding.
