EPROM burners for Apples are always interface cards (or interface cards
with external sockets).

There are stand-alone units available, e.g. the Dataman S4. They have a
RS232 port and can be operated with any computer, but you will need some
communication software. Wiht newer units only Windows software is
supplied.
Usually stand-alone burners have enough memory to make copies without
needing any computer.
