You need to boot off of the workstation software disk or a disk that
includes the atinit file.

I just put a workstation card on a IIe that has only 5.25" disks. I had
to copy the workstation software onto more than one 5.25" disk. Each disk
had some of the files in the sys.apps directory and as long as the right
disk is present for any given option (chooser, logon, logoff, ...) things
work just fine. Only one disk needs to include prodos and the atinit
files.
You may have an 800k drive ...
