Whoops! There wasn't enough room on the disk to put the full system on, so
Apple left out most of the control panel devices on the boot floppy. This
isn't a problem when you know what everyone else assumes all IIgs users
know. The IIgs has two types of desk accessories, classic and new. The new
desk accessories (NDAs) such as the control panel you have been using are
loaded at startup by GS/OS and are only available while using a proper GS/OS
desktop program. The classic desk accessories (CDAs) however are text based
and can be used at any time, including while running other operating
systems. Even handier, the Control Panel CDA is built into ROM and so is
always available.

To get to it: press Apple-Control-Escape at the same time.
