In most cases, yes.

The major exceptions which occur to me:

1. Auxiliary slot cards for the IIe (no auxiliary slot in the IIgs).

2. Any card which requires flying leads to specific parts of the IIe or
II+ motherboard are likely to fail on the IIgs due to lack of an
equivalent signal or socket.  (e.g. the original Apple language card,
which needs to plug into one of the RAM sockets in the II+ motherboard.)

3. Any card which requires slot 0 (in a ][/][+).

4. There are compatibility problems with cards that use the INHIBIT
signal, e.g. the Integer or Applesoft ROM card.  These only work if the
system speed is set to NORMAL, not FAST.  There are other cards in this
category which are likely to have problems.  For example, the Wildcard
and related cracking cards probably don't work.

5. The Apple 3.5 Floppy Disk Drive Interface Card ("Liron") doesn't work
in the IIgs (not much of a loss, since the built-in drive port is more
capable anyway).  The SuperDrive card does work.

There wouldn't be much point using the workstation card in the IIgs,
since it has built-in AppleTalk support.  I suppose if you wanted to run
the IIgs as if it was a IIe, and never went near GS/OS.
