Well, if you're talking about a GUI desktop and are thinking about DeskTop1.1,
it can be stripped down to only it's desktop and fit on a 5.25" disk. 
MouseDesk, it's grandfather, also fits onto a 5.25" disk.
If you're just looking for a clean, fast program launcher, try SuperSelector. 
Nothing is faster.
