Yes. You can do the ProDOS disk right from GS/OS.

Format a disk as ProDOS.  Find the file "P8" in the system folder in GS/OS.
Copy that file to the 3.5" disk.  Rename that file "PRODOS"  Note that the
file "PRODOS" on the GS/OS boot disk is NOT the same.  Next, find the file
called "BASIC.SYSTEM" and copy that to your 3.5" disk as well.  That disk
should now boot into the ProDOS command line.

For DOS 3.3 disks, you need a special version of DOS 3.3 that was written
to support 3.5" disks.  AmDOS will serve that purpose nicely.  I'm not
sure where you can get it though; check the Apple II FTP sites.
