     Yes. You can use a ProDOS util called "Filer" or Copy II Plus (e.g. v7.1)
to format a 3.5" diskette for ProDOS. Then you copy the files PRODOS and
BASIC.SYSTEM to the newly formatted diskette. The diskette will boot and leave
you looking at the Applesoft BASIC prompt.

     If you want a BASIC program to execute upon booting (like a DOS 3.3 HELLO
program does), you copy (or save) the program to the diskette and name it
STARTUP.
