Robert: you need to go into either the text or graphical control panel's
Slots section.

If you have a ROM 1 IIgs, you need to set either slot 1 or 2 to "Your
Card", then set slot 7 to "AppleTalk".  The AppleTalk firmware will then
use the port corresponding to the slot which is set to "Your Card".

If you have a ROM 3 IIgs, you need to set either slot 1 or 2 to
"AppleTalk".

(It sounds like you have a ROM 1 from the description above.)
