how do I use a snapshot card?

I bought a snapshot card but I haven't a clue how to use it or really
what it does.  It has a connector that looks like it might plug into
the game socket on the mother board and a cord with a button on it.
There is also a separate piece that looks like an empty chip socket
similar to what might fit in the game socket, this piece really has me
curious. 

Can someone tell me how to work this thing and exactly what it is used
for.  I would like to see if it is operational.
