The LS04 is a hex inverter and the LS10 is a triple 3-input NAND gate,
so I guess this is doing some logic function with the switch inputs
and/or annunciator outputs.  Why, I have no idea.

It doesn't sound too sophisticated - no flip-flops, latches, or shift
registers, for example.
