Neither of the groups you've posted to are appropriate (not about
programming or usergroups). This article should have gone in
comp.sys.apple2, which is the equivalent of the "misc" group found in
other Usenet hierarchies. I've added comp.sys.apple2 to the newsgroups
and set followups there.
Rubywand posts a large set of FAQs on comp.sys.apple2 every month.

The image file has to be extracted to a floppy disk at some point. I
believe this is usually done on an Apple II.
You'll probably find that most of these files are images of 5.25" disks.
Does your IIc+ have an external 5.25" drive? If not, you'll have great
difficulty using them.
There might be a program that can extract an image of a ProDOS 5.25"
disk image onto a 3.5" disk, but you'd probably need another 3.5" drive
for that (one for the disk image file and the other to hold the output
disk). There is little chance that you would get a DOS 3.3 or custom OS
disk image to work on a 3.5" disk.

I can't answer that one for emulator-hosted disk images, but I'm sure
someone else can.
In the case of a .SDK image, you need the program called "ShrinkIt".
This will only be able to extract the image to an appropriately sized
disk (140K for a 5.25" disk, 800K for a 3.5" disk).

No. The IIc+ drive only supports 400K/800K disk formats. High density
disks will be treated like double density, and will be unreadable.
