Because believe it or not there are valid reasons to have data with
dates with years in the 40-99 range in this century (such as Birthdates).
It ultimately is the choice of the OS designers what the cut-off years
are for the beginning and ending of the 100 year 'window' which the
OS recognizes. The 1940-to-2039 was picked (if I recall the text of
the ProDOS tech note) to correspond with the IIgs and Mac date limits.
