I don't know about a System Extention to do this for you, but it's possible
you may not even need it. Have you tried turning on the second hard disk and
waiting until it spins up before turning on the Mac? If the drive isn't ready
when the Finder checks the SCSI bus, it won't be seen. So if, for example, you
have the entire system plugged into a power strip and use the one switch to
turn it all on, the second drive may not be "ready" when the System looks for
it. One possible solution if you are using a "single-switch" setup like this
is to set the slower-starting hard disk as your startup drive. That way, by
the time it starts up and the Finder looks at the SCSI bus, the faster drive
will be ready and waiting. Another fairly simple solution could be to write an
AppleScript to do the SCSI bus reset automatically on startup. Good luck.
