Not exactly.  On most Apple II models, a TTL signal will usually work,
but is not the recommended method.  In the IIc family, a TTL signal does
not work (the IIc uses a current input arrangement for the buttons).

The correct wiring for switch inputs on an Apple II joystick is a
momentary closed switch to +5V, with a pull-down resistor.
