My recollection is that ROM 0 doesn't allow it either. But my ROM 0 is on its
way to Boston now so can't try until I rejoin it there.

It is possible to set the colors to whatever you want, even without writing
to PRAM. There's a register at $C034 which holds the colors. I wrote a home-
made screen saver long ago which works by setting the colors for text, back-
ground, and border to black.
