It isn't called that.  Its official name is "Apple IIc Technical
Reference, Second Edition".  It covers all members of the IIc family,
including the IIc+.

Byte Works has been selling it in photocopied form for several years.
It is part of the former APDA product line.  I bought my copy from
Resource Central when they were shepherding the Apple II APDA products.

There are two editions of the hardware reference manual for the IIgs.
The original one only covers the original motherboard.  The second
edition covers both motherboards.  I used to have the first edition, but
I think I sold it to someone.  I still have the second one.

There is also the firmware reference for the IIgs, which only covers the
ROM 00 firmware (with technotes updating it as required for ROM 01 -
minimal feature changes).

There is a small supplement for new features in ROM version 3.  The
supplement is still available from Byte Works.
