Others have said that the new version of SuperConvert will do .jpg.
I do not know the memory requirements of this program.

Convert 3200 and its requirements are fulfilled by your setup. It
can reportedly turn a gif into a 3200 color image in 3 seconds
on a IIGS with no accelerator. Sounds like what you are
looking for. The price is right too and Joe used to throw in
Brutal Deluxe's Lemmings GS game if you buy it.
