problem: stuttering //c

I have a //c that seems to boot up fine ( i can get to the applesoft prompt)
but repeats the last key pressed continually .  If nothing is pressed a
seemingly arbitrary character repeats until a key is hit then that key will
repeat.

It does not appear to be a keyboard problem as i have swapped the keyboard with
a working //c to test.

The repeated keys do appear to be recognized (but unintelligible) to the
system.

Has anyone had a similar problem or have any suggestions on what the problem
may be?
