Yes, that is exactly what it must mean.  The IIgs is normally mixing all
32 oscillators, and the step time between oscillators is 1.2
microseconds.  There are 26041.67 samples output each second for each
oscillator.

If you managed to run two oscillators so that they stepped through
alternating samples in a waveform, you could double the output rate for
each stereo channel.

It isn't possible to reduce the number of active oscillators in normal
circumstances, because the last oscillator is used by the IIgs, probably
for refreshing the RAM in the DOC.
