     There does not seem to be a Tool 039. For sure, it is not included
in our System 6.0.1 installation.

     Since the concern comes from references found in a program source,
there may be no problem. "Tool 039" could just be the termination string
for a routine which looks for or scans installed tools. For example, a
routine could increment the number part of a string and, when a check
shows the string is "Tool 039", exit the scan.
