Just think how much you'd get without it.  The MAPS blackhole is highly
effective at persuading ISPs who aren't spam mongers to adopt some decent
terms of service and implement some easy technical fixes.  If your ISP
doesn't comply, it's most likely because they sell a lot of accounts to
spamemrs and aren't able to comply without compromising their revenue
stream.

Alternatively, maybe they are just not aware of it.  It's very easy to get
off the MAPS list, provided you show any sort of good faith effort
at preventing further spam.
