Only slightly on a G3. Bernie pulls about 15-20 emulated Mhz.
A CPU tester will SAY something much faster, but not only
the CPU emulation is taking up the G3's resources, so with
everything running including sound, 15-20Mhz is the realized
speed.
On a slower PowerMac, performance will be slower than a
fast accelerated GS.

I agree. It is one thing to run Gemulator on a Pentium II to
emulate a Macintosh and run MacOS 8, but it would never
replace the real thing. Same with G3 running a Windows
emulator...
