I have a pretty good idea of how Delphi's A2 Forum is run.  I tried
Compuserve and Genie once upon a time and I suspect Delphi
A2 is the same.  It is certainly not a good idea to run up against
a moderator.  I don't think a moderated group is necessarily a
"much better" alternative, however I do think that users should go
and check it out.  Moderated groups tend to be more dry, but some
may prefer it that way.  If you don't like it, don't participate in it.
Everyone is happy.

Back in the days of BBS, there was a lack of A2 specific BBSs
in my area, so I had to use one geared for C64 and C128. When
I started A2 posts on that board, the flames were vehement.
Luckily, I was on the good side of the system operator.  He
started an A2 discussion section. Soon, it became THE gathering
place for A2 users in the area.  Imagine what would have
happened had the system operator been opposed to my views.

Thus, I think Delphi may be better FOR SOME PEOPLE than
csa2 and vice versa.  If you hate Charles Turley and/or Rubywand,
Delphi might be a good place (just like me, as an A2 user wanting
to start an A2 discussion on a C64 and C128 board found that
system to be a good place).  If you agree with their views, csa2
will be a better place because Delphi A2 moderators might not
like your posts (same case as if the system operator had been
opposed to my A2 posts on a Commodore BBS).
