Aside from using a shell (GNO/ME, APW/ORCA, MERLIN/PROSEL or EPW-16), you *might* be able to just change the filetype to be a S16, or use the Finder Extra "OpenAny" (IIRC). The last 2 methods won't always work, particularly if the program expects command line arguments.
