AppleIIe-Disk][ problems

Hello
I just recieved 2 Disk][ disk drives for my AppleIIe. When I plug them
in and turn the computer on,  neither drive does anything.No lights or
spinning.I have ny disk card pluged into slot 6 and a I/O card in slot 7
plus a 64K/80 board in the aux. slot.The only time the LED's light up is
when I shut the computer off. then they flash on then off, which I'm
guessing is normal.
I've checked all the connections plus I tried switching the cards around
but nothing works.
I figured the disk controller card is bad. Anybody else have any ideas?
