It is an error message. The IIc and most other Apple II's connected
to a disk drive try to boot a diskette when first turned ON. The message
means that your IIc tried to boot a diskette but could not (because no
diskette was available).

You can press CRTL-Reset-- Press and hold the Control key, press
and release Reset, release Control-- to do a Reset and get the standard
Applesoft BASIC cursor. If you type in ...

10 PRINT "HELLO, DENNIS!"

(end the line by pressing RETURN) and, then, enter RUN-- type in RUN and
press RETURN-- your IIc will display ...

HELLO, DENNIS!

You can write BASIC programs this way; but, you will not be able to
save anything to diskette because no DOS has been loaded.

Mainly, you need a 'starter diskette'. To be able to load and save
programs, you need to boot a DOS or ProDOS diskette which loads in a
DOS.

You can get 'starter diskettes' from a local Apple II users' group
or you can email some regular Csa2 (comp.sys.apple2) poster and request
one. Expect to pay something for mailing and disk costs.

The IIc does have a serial port which can connect to a modem.

Naturally, getting a IIc manual would be a great help. Check used
book stores, local Apple II club swap meets, and
comp.sys.apple2.marketplace . If your search for a IIc technical manual
fails to produce results, the IIe Technical Reference Manual is a fair
substitute.
