Do you mean that every key physically sticks down?  If so, someone has
probably spilled something sticky into the keyboard and it hasn't been
cleaned properly.

If, on the other hand, the keys physically come back up, but keep
repeating anyway, then there are two possibilities:

1. A faulty component on the motherboard in the auto-repeat circuitry.

2. At least one of the keys is faulty and is shorted (or there is a
circuit board fault in the keyboard which makes this happen).  If any
key is held down, then pressing and releasing another key will make the
second key auto-repeat.

You should be able to check for the second case by trying every key
until you find the ones that don't seem to work at all.
