Not without designing enough addon circuitry to make the Apple II
almost irrelevant in the setup. Apple IIs had circuitry to send a
certain number of video modes (all at lower resolutions than a PPC
would want to spit out) to NTSC/PAL, but there is no video input
capabilities at all in a stock Apple II. [Some rare addon boards could
take NTSC in, but computer monitor signals are way more detailed than
NTSC]
Designing stuff that can take 30-70Khz horizontal sync pulses and
60+ Hz vertical refresh signals and spitting out NTSC would normally
require dedicated circuitry. And, as noted above, trying to rasterize
such a signal down so that an Apple II video mode could display it
would look pretty yucky. Spend the $ on an external [S]VGA -> NTSC
converter, and that'll look way better in the long run.
