Well, don't know about Netscape for Windows, but I downloaded this with
Netscape for MacOS no problem.  What I did was instead of clicking on the
link and letting go and hoping that Netscape knew what to do, I clicked
and held and dragged the link onto the desktop.  This caused Netscape
to download the file and it came through OK...or it should have, haven't
actually checked out the file yet, but it's worked with other ones.

I never could get netscape to work properly with all the Apple II
extensions listed in it.
