Misbehaving IIc (2 of em, Actually)

I have a pair of Apple IIc systems, both of which have the same
problem. Neither of them will boot from the internal floppy drive.
One of them, however, will load just fine from an external 3.5"
drive. I'm assuming the other one is an older ROM version that
doesn't inherently support the 3.5" drive.
So, would the problem simply be that the internal drives need their
speed adjusted? If so, how do I go about it?
I nearly forgot. Here is another symptom that might help diagnose the
problem...
On the system that can use the 3.5" drive, I was able to run Copy II
Plus. She can see the internal drive okay, but when I try to format a
5.25" disk in her, she aborts and says the disk is write protected (it
isn't).
Any ideas what is wrong here?
