I doubt that such a program exists because it isn't a very good idea
to try and do this.

First and foremost, if you system crashes then it is very likely that
the memory holding the program in memory has been trashed in some way
and restarting that program would just result in another crash.

Second, after a crash the machine is left in an undefined state.  You
don't know whether the processor is in 8 bit or 16 bit mode, the
memory manager will most likely have forgotten what memory was owned
by which programs and many other factors.

It is definitely easiest and in your best interests to reboot after
any and all crashes to ensure that your machine is in a stable state.

I do this all the time with my Win 95 machine.  If one program
crashes, I shut everything else down and reboot my machine just to be
on the safe side.
