WaveLab is the program you need that would do this for you.
After recording the sound, import it into WaveLab, then
save it as an waveform file (totaling 64K).  Next, open up
synthLAB and play around with the instrument board to
create the whistle sund you want.  Note that the instuments
you create can sound very different than the raw waveform
you record.
