The input voltage shouldn't be too much of a factor as long as it is close.
The IIc has regulators on board to keep the onboard voltages OK.
One thing that you probably will notice is that the IIc will be warmer 
because the regulator is dissapating the extra power.  I do remember, 
tho, that when a IIc's power supply was going bad, lines would start 
appearing on the screen during drive accesses.  The extra 2 volts would 
help to prevent that from happening.
