Thanks Scott G. for the instructions - which I already followed to the 'T'.

Alltech did finally make the archives available.  I did download them and used
 them both; format and driver.

Also, unscrewed the old 170MBB HD and replaced it on the Focus controller card
 with a brand new 200MB IDE (same size - same type).  Results - NO GO.

Focus format utility with driver properly installed could not recognize any
 Focus connected even from slot 7, with that slot specified as your card -
 using Focus format v1.1 util.

My conclusion - the controller card is bad. :(
I give any hardware three strikes before it's out!  This is my third failure of
 a Focus HD and/or controller card.
I'm going scsi for my IIgw hard drive needs - thank you
