Sounds good. It's been a while; but, I'm pretty sure the red LED's are
light sources for the optical receptors which detect ball movement.

So, you can be pretty sure that the connecting cables are okay and that
the ADB lines are reaching the TurboMouse.

Even on an older, non-compatible, GS, you should get some cursor
movement.
Make sure TM is plugged in before turning ON power. / Try doing an
OA-CTRL-RESET boot.
Try diddling switches to assure settings 'take'. Try changing switch
settings.
Remove ball. Check TM for dust or slime which might obstruct sensors.
Check to see that the sensor wheels turn when the ball rollers are turned.
Try connecting TM to a different GS. (TM 3.0 should, also, be compatible
with a number of Macs.)
Take apart case and inspect for broken leads, glop on circuit card, etc..
