There actually was at least one LCD monitor in the USA with 
functional
SCART... the Samsung 910MP.  This works well directly with a IIgs
SCART cable also... (D-A-D).

The Samsung SyncMaster 940MW (19" wide screen) monitor/TV also has a 
SCART and is (or was) sold in the USA.  I've been using it with my 
IIgs for several years.  It's connected with just Roger Johnstone's 
Apple IIGS SCART cable:

The picture is usable but not perfect.
