Well, a Web search turns up a plug for something called the "Reverse
Engineer's Bible" (http://www.hackerscatalog.com/books.htm) which brags

        The Going Rate for "Reading Out" a PAL or GAL is typically
        $500.00 to $1,500.00. With this book, software,
        and your computer, you can do it for under a $100.00!

...which may be hyperbole but which seems to indicate that doing so is
not unheard of.
